Business Objectives

IDC proposes that the study be carried out as a two-part assessment with the following business objectives respectively:

Part I: From secondary sources, existing IDC knowledgebase and survey of nodal IT agencies
The Most Efficient IT Spending States, IT Spend Plans of 18 Major State Governments

  1. The most efficient or highest-impact IT spender states (per capita availability or usage of ICT infrastructure and resources)
  2. The Top 18 IT Spender State Governments in 2005-06 and 2006-07 by ‘intention to invest’ (budgetary approvals/actual purchases) in proposed/ongoing IT and e-Governance projects

Part II: Based on a primary survey of constituents across user categories in different states
Effectiveness of e-Governance Programmes

  1. Effectiveness of IT in Government in 18 major states of India covering the key aspects of Citizen services, Business services, Government: Citizen interface, Government: Business interface etc.
